Search DA and you can find many tuts on how to make them.
But you cant use one as its for subscribers senior members and Admin only.

I guess so. But it would mean if you guys won, the two of you would have to decided how the prize/prizes are given out.
Also it needs to be submitted one someones account with it downloadable. If you click on the link in the news, it will link you to the journal that has all the information in it.
