Well, I've been on the boy's shoes (as long as he's not too annoying, because I don't creep/cling too much). Be gentle on him and tell him you wouldn't mind becoming a friend, but just a friend.

You need to tell him. I had to tell a guy in our anime club that the reason I was hanging out with the Vice President so much is because we were dating. He was actually surprised, for some reason, but he thanked me for telling him and not leading him on.
