So, you enjoy a healthy debate! If there is no one immediate in either of your romantic lives, go ahead and ask him out for a meal - doesn't have to be called a date, but something where the two of you can be alone and talk - then ask him if he could consider being more than friends (try and look positive for this part).
If he turns you down, it's not the end of the world - you'll have an idea of where you stand and be able to work from there

I would say go for it. Me and my boyfriend have known each other since we were 5, and liked each other all through high school, but never said a word until a months before graduation. We both regret not telling the other how we felt, but it's been over a year now, and I'm happier than I've ever been. While no two situations are the same, I would go for it, despite the risk.

Tell him.
Work for it.

Even if it doesn't work out, you will ultimately feel better.
Anything less is constant purgatory.

And if he doesn't feel the same, it will give you a completely different vantage point to work from. The greatest victories are the ones earned.

How do you know that he feels the same? Doesn't that mean that you have already admitted it? So, you already know? If so, find a way to stop the fighting, then go for it. Nobody should be in a relationship in which people fight frequently. You deserve better than that. Good luck!
